At 3:48 a.m. on Jan. 3, at the AT&T Wireless store in the 8900 block of Belair Road in Perry Hall, a person used bolt cutters to hit the front door of the business, but the person was unable to break the glass and did not enter the business, according to a police report.

Maybe they did away with "pay" phones, because all of us who pay our phone bills, have to pay extra to "give" free phones to others. They don't need "pay" phones they use their free phones!!!!
