of course an accident happened earlier. because no one would be bothered to treat the intersection like a four way stop since the signals are out.

I found out the hard way that there is no law in Maryland concerning a four way stop at a traffic signal that is out. You're on your own.
Our state Legislature passed 200 new laws during the last session. I guess the issue of what should happen when a traffic light goes out did not seem important.

I think MD law does say treat it as a 4 way stop. But not on Belair & Silver Spring. It was a madhouse when I went through this morning. Course it is a major intersection with 6 left turn lanes. It should have been flagged a lot sooner, but I imagine the police had their hands full.

As if passing a law solves a problem. I have noticed that since the legislature made the use of hand held cell phones and texting while driving illegal, no one texts or talks while operating a motor vehicle.
What is needed (and is sorely lacking in our culture) is common sense, courtesy, and thinking about others.

Passing a law obviously does not solve a problem. We still have murder, rape robbery...and texting while driving.
But not having a law is worse, and again: THERE IS NO LAW CONCERNING TRAFFIC LIGHT OUTAGES IN MARYLAND. There should be.

In general - people drive like a-holes. I've seen everything from putting on make up to reading the newspaper at 55mph. Talking on a cell phone seems harmless in comparison. I'm teaching my kids to drive now and I'm terrified!
