Off-Duty City Police Officer Arrested in Towson

The officer was acting belligerent and pointed his gun at two men.

 

An off-duty Baltimore City Police officer was charged with two counts of reckless endangerment after pointing his departmentally-issued handgun at people in Towson.

Matthew David Daugherty, 28, was arrested around 2:15 a.m. Saturday morning and later released on $75,000 bail.

Baltimore County Police responded to the Rec Room at 512 York Road in Towson at 2:15 a.m., where an employee told them an intoxicated off-duty city officer was acting belligerent and saying he had a gun. The employee took car keys from the man as the bar was closing because he appeared too intoxicated to drive, according to a police press release.

The man left the bar through back door before officers arrived, and he was located outside in a parking lot at Delaware and Pennsylvania avenues. Two males told police the suspect had pointed a gun at them. Officers identified the man as an off-duty Baltimore City Police officer and found his departmentally-issued Glock-22 handgun on him in a holster, the release said.

Daughtery was immediately suspended from Baltimore City Police when they were notified about the incident. In addition to the criminal charges, he will face internal disciplinary actions, according to a Baltimore City Police press release.

“While there is no assumption of guilt, the allegations contained in the police report are reprehensible and we have zero tolerance for any activity which undermines the integrity of this agency or the public trust that we work so hard to earn,” the release said.

The report will be forwarded to the Baltimore County Liquor Board for review after the investigation is complete, per department policy, the release said.

I believe that many of these officers suffer from PTSD and using alcohol is a coping mechanism. Dealing with the stress of the violent world of police work can be mentally disabling for many men and women.

There is evidence that 911 operators are also victims of PTSD. Any profession that deals with lifes ultimate stresses can be traumatic on those who face them on a daily basis.

This does not excuse the behavior of the officer and he will have to face the consequences. This issue does however reveal the underbelly of how (as in the military) this types of things happen.

Alcohol is the number legal substance that is considered to be self medicating.

Bob I never suggested he had anything. I merely suggested with that type of behavior there might be an underlying cause.

Police departments are very aware of theses types of issues and will hold debriefings after such events like mass shootings or even individual ones.

We see this taking place in our schools and such places where counseling is often offered to those involved.

I've known quite a few cops in my life; the vast majority have their hearts and heads in the right place, but then there are those................
This poor guy has snapped, and can't be trusted not to do it again. Supposed he had pulled the trigger? It casts a pall over all police officers.
I just hope they treat him fairly, and not as an example.

Anyone notice the look on is face. Although his BAC comes into play in the photo he looks like he is relieved that it is over.

He does not belong on the streets and did snap and hopefully he will find he reason and take care of it. Luckily in this case no one was hurt. Departmentally wise his career is over.

Alcohol is the most dangerous drug. You don't need a prescription to self medicate. Once you start, it's hard to stop if your on the edge.

Jamin, for the most part those days are long gone. It does happen, but most cops aren't willing to risk their careers with a police brutality situation. After all they are looking right into the face of what could be them someday, or as they say looking into a mirror.

I used to believe in strict gun control but with so many out there, like a wise friend said to me - if you take away the guns the only ones that will have them will be the bad guys, because to them, laws don't count.

There is a lot that goes on prior to pulling the trigger. Like a time bomb we must get to the fuse before the explosion.

When are we going to stop the senseless slaughter involving handguns? It's time for Chairman Omalleyvich and the People's Council of the Republic of Marylandistan to enact some common-sense gun control laws with teeth in them. I suggest that the following law be enacted. No police officer in any jurisdiction should be allowed to carry their duty firearm while out of uniform and off duty. In fact, we need to restirict access to firearms to all law-enforcement personnel unless they are in the process of battling with an armed assailant. All they need to to is carry cell phones. Then, if they confrant an armed individual, they can make a call to 911 (just like the rest of the unarmed sheeple of the Republic of Marylandistan) and an armed officer can respond from their precinct to support the individual in the field. This would make incidents like the one detailed in this story vanish. Why should the police be treated any differently than the rest of us?

Hi Buzz, alcoholism may be a disease, but not uncurable. He may just have gotten drunk, who knows if he is an "alcoholic" or not. I may understand it but he does not have my sympathy, sorry, Nor should he get special treatment because he CHOSE to drink. I reserve the sympathy and special treatment for people with cancer or amputees, accident victims, or some incurable illness.

Why does somebody always have to take the conversation off subject and try to bring it around to their political agenda. The article is about this idiot cop drunkenly waving his gun at people. My comment was not submitted to bring up the amount of jobs available, or Obama's economic policy (that's obviously where you were going.) For you pleasure I will rephrase. "Drunk cops should should not have guns. This idiot is unfit for public service and should look for a factory job on an assembly line where he has little contact with the public".
