Paulshock: A Proposal for Space Next to Library

Former political candidate and business owner Bill Paulshock suggests that the land next to the Perry Hall Library be used for an all-purpose community center.

 

 

County Councilman David Marks recently appointed a committee to make a recommendation on the prospective use of 32,500 square feet of land, directly southeast of the Perry Hall Library along Honeygo Boulevard.

A land-swap deal in the plans of a proposed 50-home development will likely result in this space being deeded for public use.

Former County Council candidate and owner of Bill's Seafood, Bill Paulshock, is one of nine members on the land use committee. Paulshock has said that he favors the construction of an all-purpose community center, an idea conceived by Jerry Soukup as president of the Perry Hall Recreation & Parks Council.

In response to suggestions from community members, Paulshock submitted the following statement as a letter to the editor.

The great people of our community:

The comments that I have been hearing and reading on the Perry Hall Patch are all great ideas for this community. I would like to say that an all-purpose community center has been a vision of Jerry and Pat Soukup for many years. Jerry, along with Fred Levinsky Sr. and Willie Rau, were the founders of the Perry Hall Recreation & Parks Council. For years, Jerry, as president of the rec council, has seen the need for additional space for the youth in our area since schools are so overcrowded. Space is now even more limited to everyone, including our senior citizens.

Jerry, along with the rec council, have committed a significant contribution for the financing of a new all-purpose community center. We have been working for the past year to get this project done, even in these tough economic times. Moving forward on this project, we should get the best and most use for this center. There is also a great need for a senior center in our area and this project is a perfect fit. The area could be used as a senior center, from 8 a.m. until 4 p.m. Monday through Friday, and converted into an all-purpose gymnasium from 4:30 p.m. until 9 p.m. Monday through Friday and on the weekends. This would be the most efficient use of the center and a way of using money from taxpayers and the private sector most wisely.

I have recently read comments about preserving open space and adding a butterfly garden for this area. Jerry has also envisioned a playground, sitting garden and kick ball field for this project, similar to Annie’s Playground in Harford County. The concept would also have an Angel Park area, where there would be a garden where bricks could be laid in honor of lost loved ones. This project would be community funded and community built.

Great things that are accomplished in our community are done by people like Jerry and Pat Soukup. I would like to thank Jerry and Pat for their commitment to the youth and the seniors of this community. I look forward to seeing this project completed and I am proud to be a member of this task force.

Full disclosure, I am the Treasurer of the PH rec Council and have been for over 25 years. I have known Jerry and Pat Soukup for 30 years, I consider them my friends. I am on the committee proposing uses for the space. I believe the article is incorrect as to the size of the space, I believe it is slightly over 100,000 square feet or about 2.5 acres. Most of you are new to Perry Hall, many of you weren't even born in 1955 when 3 gentlemen started the PH Rec Council, 2 of which have died (Fred Levinsky, Sr. and Willie Rau). Jerry became President about 45 years ago, a position he still holds today. He convinced me to become Treasurer about 25 years ago, a positio I still perform today. Jerry's youngest child is now in his early 50's, Jerry has served as a volunteer for over 35 years without any children in the program. As a matter of fact, all of the Board is serving without children in the programs and have done so for awhile. Jerry was umpiring baseball games at 80 years old. Pat Soukup would never take an official position with the PH Rec, she "only" worked the concession stand. In the 60's that was the hot dog cart 6 days a week. She continued working the concession stand as a volunteer until her knees gave out on her in the last few years. Yes, Jerry and Pat are in their 80's and it is time to build Soukup Arena to properly recognize their achievements for the last 55 years and something that will honor them for generations to come.

Could not of said it any better. Mrs. Pat and Mr. Jerry have done so much for our community over the years. So many youth over the years have been touched by what they've done and yet most are not aware of who's been primarily responsible. Let's show future generations who made is possible for PH youth sports to thrive.

Not one child or parent that has passed through the Perry Hall Rec counsil does not love and respect Pat and Jerry Soukup. I think this small jesture is just what is needed for our community. Thanks to their efforts many children have prosperred.

Every idea people have stated so far sounds good. But we already have a Senior Centers all around the area. There are lots of small playgrounds for children to play on. One is right across from the proposed sight. There is one off Cowenton Road, one off Chapel (White Marsh playground). People are asking for pools for their children, there is Kids 1st Swim on Belair Road, CCBC has pools for people to join, there are community Pools In Perry Hall & Kingsville and the YMCA in Waltham Woods. Has any body thought of how much traffic, parking & congestion there will be, let alone accidents that will happen in this area. Which too many have happened already. Let's just leave the space as a park with some benches to sit on and let nature live in the space we have taken from them.

I think the Rec Center at Honeygo Park is an all-purpose facility...is that one being used to it's capacity? It has a room that can be used for sports and smaller meeting rooms.

That facility is a small facility that does not serve any purpose similar to a true gymnasium. It is a regional facility under the control of Baltimore County, not a Rec Council. These types of facilities do not serve the main focus of Recreation Councils. The fields at Honeygo do serve our focus and do so very well. Rec Councils rely on school gymnasiums which are under the control of schools. Rec Councils receive secondary preferences to their use, even after normal school hours. Rec Councils are subject to eviction from school sites without notice if the school wishes to use the facility at the last minute. The principal of a school has sole authority over the use of its fields and activity rooms, including gyms.

I am all for doing something to recognize all the hard work and time that the Soukups have invested in this community. I think a tribute to them would not only thank them for their service but also be very beneficial for our youth and help to encourage more volunteerism. With that being said; I don't think building on this land is necessary!

I and many other people that have voiced their opinions on related Patch articles and on Facebook as well; would like to see this land undeveloped. A simple trail with native plants and benches would be perfectly suited for this area: it would not require a large parking lot, it would be very inexpensive to build and maintain (less tax dollars), it would compliment the library (outdoor reading areas and nature programing), it would minimize the environmental impact that the new homes are creating (one of the reason the builder is donating this land in the first place), and many more reasons.

I would like to see Honygo Boulevard to retain some of it's natural beauty; if we continue to develop every square inch of land it will soon look exactly like the section of Bel Air Road between Silver Spring and Joppa roads.

Hi Missy, of course I disagree with you on the future use, but reasonable people disagree all of the time? However, I as a real estate developer do not subscribe to your theory regarding the developer's motives here. It is a business deal to him and he negotiated a swap of land to meet his needs. Is the deal a win-win for both parties, I don't know the exacts terms of the deal as they have yet to be made public.

Amen to that Missy. There is way too many homes being built in this area and more are being built while others are going to foreclosure. I think we need to keep our land a peaceful, quiet place to relax and enjoy nature around us.

What a wonderful idea. I have been saying this for years. The center should definitely have a pool. It's great therapy for seniors, disabled people like myself, and children. We just cannot afford to even go to the YMCA, it's a joke. Please put in a pool. pool tables, air hockey, backgammon, card tables, vending machines, I could come up with a ton of ideas. I would love to help organize programs for this new center. I volunteer, so keep me in mind.

Volunteers are great to have, but who is going to be the director of the center, clean-up, upkeep of property, upkeep of a pool with a paid lifeguard, keep the play tables in working order and pay the people to do this. Our taxes? I don't think so, My husband and I can barely keep up with the rising taxes, gas prices. Everything is going up except my husbands salary for the last 4 years, furlow days, etc., and myself being laid layoff. This center still brings alot of cars, parking issues, need of traffic lights, clean up of trash people make, teens hanging out, fighting or worse (which happens in real life) & an over crowded area. My family has lived in the Perry Hall area for a long time and the reason I originally moved here was the peacefulness, serenity, horse farms, etc. and not an overcrowded place to live. I think the growth in Perry Hall has gone way too far and there should be a moratorium on building in Perry Hall period! There are only few ways to get out of the area, traffic is horrible and people drive way to fast. Personally I don't like the area any more and may be forced to sell my home.

Sew I understand what you are saying, but where are our kids supposed to go. Why can't people from our community volunteer, like i want to, to do the things you mentioned. They can hold events that would raise the money to keep the center running, without having to use taxes. Either way it's going to be traffic, PERIOD!! Whether it's new homes or a Center. There is plenty of room for adequate parking and the town fair could even be held there. People need to stop making excuses. I just can't see the logic of putting in more homes. We need a new high school. I am furious that my son has to go in trailors to get an education. It's a disgrace. Those trailors make our community look trashy. What this all boils down too is greed and politics and honestly I am sick of the greedy developers and politicians.

We had our first meeting of the committee Wednesday night, the developer attended and confirmed the size of the parcel is 2.36 acres, or approximately 100,000 square feet, not 32,500 feet mentioned in the article.

Build build build. Put something useful to the community there before it becomes a strip mall! And since the rec is going to put up the money for this then why not build something useful unless of course one of these fine people commenting about it want to fund it or increase there taxes to pay for it of course? Any volunteers?

For All the thick skulled people out there the land isn't going to be left alone so get that through your thick heads!   That time has passed!   You want someone to blame?  Blame the person who sold the land to te developer of course it was there land so you have no right to complain!  The space is going to be used period so it's a rec center paid and ran by the Rec during reasonable hours or it's a gas station or something with neon sings open all hours!  Get off the preserve the land nonsense you are going on about something that's already gone!

Surprise, Surprise Church & State hand in hand together again. This reminds me of a movie I saw with Richard Gere where the Church buys up the land when it's cheaper and sells the land to make a profit and they don't care what is done with the land. Anthony, maybe you should have woke up a little more before typing. Your spelling & grammar is not the best. I get your point, but If no one speaks up and we give up to the politics going on here than no one thinks we care what goes on in our own neighborhood. If we don't speak up for ourselves who will? At least we have opinions. Do you want them to run right over us? We have to let the politicians know where we stand, called Freedom of Speech.

Bottom line is they are going to do whatever they want with the land and we have no say so what so ever. Don't you all get it. It's all about money. There are a ton of foreclosed homes in the area, but they don't care. Again as the developers walk around with tons of cash in their pockets, us hard working, taking paying people are getting it shoved up our @sses left and right. We can barely hang on to the homes we have, or feed our families and do you think they give a hoot. I'm sorry to be so blunt, but it is what it is and there isn't a damn thing we can do about it. Get used to it people, it's only going to get worse. The only thing we can do is stick together and help thy neighbor. Shame on the money grubbing developers and politicians. They all talk a good game, but do they ever do what they promise? I don't think so.
