Police Identify Accused Perry Hall Burglar Team

A Perry Hall man and Kingsville woman are accused of working together in a Perry Hall break-in on Wednesday.

 

Police said a Perry Hall man and a Kingsville woman are being investigated for possible involvement in multiple area burglaries. 

Police arrested James Hoffman Jr., 22, of the unit block of Bellfalls Way in Perry Hall, and Sydney Cossaboon, 20, of the unit block of Patrick Way in Kingsville, on the scene of a break-in on Wednesday afternoon, according to Cpl. Cathleen Batton, a Baltimore County police spokeswoman. 

At about 2:08 p.m. on Feb. 13, in the 8900 block of Carlisle Avenue, a neighbor called 911 to report a suspicious vehicle in front of a home. Multiple police officers then surrounded the home and talked a man into exiting the home. The man was arrested on the scene and police also arrested a woman inside the suspicious vehicle, according to Lt. Ron Brooks of the White Marsh police precinct.

Batton identified the man and woman as Hoffman and Cossaboon, and confirmed that they are being investigated for involvement in multiple area burglaries. 

Hoffman and Cossaboon have each been charged with first-degree burglary, online court records show. 

Brooks commended the attentive neighbor who contacted police and urged community members to continue to report any suspicious behavior immediately by calling 911.

Really? First of all, at ages 20 & 22, they are NOT kids anymore. They made a conscious decision to drive to another neighborhood and break into someone else's home. Yes, we all did "stupid" things as kids and hopefully learned from them. But BURGLARY doesn't fall into the "stupid" things category. And surely, this wasn't their first time.
I wish people would stop making excuses for pre-meditated, illegal actions of others. I bet you would be singing a different tune if it was YOUR home that was burglarized.

People want to say kids do stupid things and deserve a breaks, but at a very young age, these kids, including adults are taught right from wrong wether it's from a parent, grand parent or teacher or police. People are taught not to commit crimes dealing drugs using drugs, breaking into homes, commit thefts etc. When the person commits a crime, there are always excuses from a suspect, bad child hood, to divorce parents, you name it their lawyer will be telling the judge their client needs a break, what about the victim's in these cases?
It's all funny to a lot of people today seeing a classmate or a friend get caught committing a crime, and that's why we have rules/laws that punishes a person when they get caught. I am sure if a Perryhall teacher's home was broken into, they would want the police to find out who committed the crime and charge the suspect and would want full punishment. If a student's car was vandalized by someone you also would want to know who did the damage and would want the person charged. This is what's wrong with society today, no one and I mean no one respects others, wether it's on the road rage, to just being ignorant. The more educated people are the more ignorant they are. If everyone would call the police like the witness did when she saw Hoffman breaking into the home, more arrests would be made. This isn't Hoffman's 1st breakin I am sure he did more.
Treat others as you would want to be treated.

brad, great post, echoes my sentiments greatly.

If people treated others as they wanted to be treated, if parents taught their children this simple rule and it's importance, we'd not be in this societal cesspool we live in now.
You don't need a belief in religion to know what's right and wrong.
Fear/Bribery- of whatever may or may not be in the afterlife - is (in my mind, at least) not the optimal means of promoting behavior.

In a sense, Jesus and his "eleventh commandment" spells this out for us. (paraphrased) 'Love One Another As I Have Loved You'. It's the commandment that's most ignored by people who claim to be religious.

I agree, people wait an hour or 2 hours before calling the police, and when the police are called the suspicious subject is gone and the police are told "Oh they were here 2 hours ago". If the public would call the police right away give a good description of the car, suspicious subject etc patrol units can be sent to the area to look for the subject. Some of the public are afraid to call 911, and others just sit and watch the suspicious subjects and call 911 later, this is what the police here for, to prevent crimes. No call is a stupid call, it's better to be safe than sorry.
Drugs is the ruination of this Country, we never saw all the crime in the 50's and 60's, why, part of the reason was the draft, young men would enter the military and would grow up fast, and they would have respect for others. In todays society we have to many lawyers wanting to sue for everything, alot of kids today know who is dealing drugs and where to get drugs. It would be great if some of the good kids out there would call and turn in the people dealing drugs. The other problem, is electing the same govt officials, Martin O'Malley, Obama. We need people in office to work for all of us not just certain groups so the O'Malley's, Cardin's etc can keep getting elected into office.

Lets get real. I went to highschool with both of them. And I'm guessing none of them took a juvenile justice class. They are grown, they know right from wrong. They are not kids, they should not be treated as kids. They are adults who knew better and have to take responsibility for what they've done. Honestly the stupidity of America makes me sick .I cant stand how social media has taken a toll on society and making it seem exceptable to bash and degrade people based on looks. They committed burglary not murder or rape and people are writing they need hard time in jail . Its not acceptable or right for what they did by any circumstance but the reaction to this is just outrageous unless you have the maturity level of a 14 yr old. On Top of that I keep seeing people post about guns ,that's real nice because unless you can prove they broke in , your going to jail for murder . It is not that easy to claim self defense as they make it sound on T.V . Guns should only be used as a last chance and if they were unarmed you're going to be looking at a trail your self. Lastly I wish to address people should really think before they talk because the internet is highly motored now a days and threats are not taking lightly .

2 people broke into a house... Big deal. I've had my house broken into multiple times, it sucks but that doesn't mean they should be judged so harshly. You have no idea what either one of them is going through and have no room to talk. Sure they should be punished but you people are going a bit over board. They're gonna get house arrest and probably go to jail on the weekends for a few months. They went down the wrong path and now they'll have the chance to straighten themselves out. I know jimmy he was a good kid a few years back but just went down the wrong road. If you really think they should go to jail for 15 years you should probably move to Iraq.

It is a big deal...I had my house broken into this past year while I was at the hospital with my 5 yr old who has had 3 open heart surgeries....DO you think they cared about what I was going through???? This pity for the criminal is ridiculous....without consequences for bad behavior there is no reason to change it. The next time maybe they will armed and somebody you know will get hurt or killed and then you can visit them in prison and express your concern for their mistakes.

Actually Brandon, in Iraq - theft is punishable by either death (public beheading), or taking the criminal out into the middle of the town circle, and chopping off one or both hands, depending upon what was stolen.

Regardless of how "good" a person was at one time, the fact is that they committed a crime. They broke into someone's house - and it wasn't for any good deeds. He is 22 years old, I think he has had PLENTY of time to "straighten himself out".

Why on Earth would punishment ever consist of "house arrest" is beyond me. Good food, phone, internet, your bed, xbox, playstation, sex with the wife...etc..etc..etc.. jail is what they need. To sit and ponder and realize the freedoms that they gave up by being CRIMINALS.

Hoffman lives a street away from me..My car was broken into a few months ago...It was probaly him. I have ZERO tolerance for this kind of stuff. Instead of stealing other people's belongings, why don't they get a JOB and WORK for the thigs that they want. And, why, at 2:30 in the afternoon weren't they at worK??? When I was 20 and 22 I surely had a JOB. I hope they go to jail and pay for the crime. What in the hell is happening to Perry Hall???

So im on the toilet at work reading all this. these two young adults have made a terrible decision, their lives and names will be forever tarnished with the crime they have committed, and they will be punished. but the thing that astounds me is how divided and heated this argument has become.....over something none of us have tried to fix. instead of working on a way to prevent this from happening again, seeing people we once knew end up like so much societal waste, we sit and yell and accuse and insult. no progress is made, the status quo never moves. f250 dude, i assume you went to perry hall and knew the accused. whens the last time you asked if everything was alright? phhs students that feel they should be given a break, why should they? if they've commited a crime, they should be held accountable for their actions regardless of age. the point im trying to make is we live ina world where we no longer care about anyone but ourselves, and we take no responsibility for our misdeeds. We have to make the change, the progress. we can sustain ourselves but help others along the way. thats whats killed the american dream, the lack of compassikn of the american people. we are the greatest country on the earth, bar none, but it has to start with the best people.

Both parents have to work to have their McMansions, or work to make ends meet. Stay home ladies/men. Your 2nd salaries are eaten up by travel, day-care and various expenses, especially the woman (sorry to say) you're coming home to do yet another job. Note: this being if the 2nd income is under 30K. I know the Hoffman family very well, and I can easily say that Jimmy comes from a very loving, disciplined, household with good morals and values. So this did not happen because he was raised wrong, and has nothing to do with the fact that he lives in Perry Hall or went to PHHS. This happened because these two people decided to go down the wrong path, even turning down opportunities for a better path. They fully deserve every ounce of punishment served to them, especially because, at least for Jimmy, this definitely wasn't his first rodeo.

If they went to a good christian school they would know by 10 years of age whats right and wrong. Religion should not be mandatory but it should be your right to have that option to learn about it in public school. The state does not have financial assistance for those who want to learn about God and there for the public school shows there true colors by not teaching about everything in school. Im not promoting about God nor am i saying you will be bad if you don't learn about him but learning about God can only make you a better person. I don't know anyone who can say learning about God made them a bad person. That's is my point so yeah.

@ Evets, Ray Lewis was failed by the public school system as well. He found Jesus after hanging out with the wrong crowd. So thank you for making my point stronger. He is a changed man and still needs to work at it like every Christian. We struggle everyday to make the right choice and have to fight the evil around us all the time. Like music and football so should religion be an elected class if you want it. By not providing it we are limiting our students from learning and therefor pay for it later.

I went to middle school and high school with them. What they did was wrong . And I agree but before you start judging and calling them names just remember that is someone's son ,brother,sister,daughter an they have family and this news is hard on the family and reading how negative the society is horrible. Because put your self in their shoes if you were there family how would you feel and if you have nothing nice to say ten don't say anything at all because what your doing us nothing better . Your stepping down a level and making your self look stupid because you have nothing better to do other then bash on someone else. Grow up and let it be it didn't effect you then don't talk about it. And everyone has the right to say how they feel about it I get it but don't attack another person based on their response because you don't like what they said just get over it .

I think everyone on here realizes how tough this is on the parents. But if it had been your home that was violated and your property that was stolen, would you still be so easy-going about it? Some of us were more affected by it and would like to see justice served more than others. I agree with you that there's no need to be rude or make fun, but as far as I'm concerned, they deserve everything to sting a little.

I wish i could say both these dumbasses werent my friend. I struggle week to week to pay my bills and to support my habits. I dont break into houses. I go to work. 6 days a week. 40+ hours. And i hate my job. But as an adult its what i have to do. They were both raised right. The parents have nothing to do with it. They just went full on retard and deserve everything coming to them. Jimmy is a thief, liar, and brings everyone around him down with him. I expected more out of Syd. Ive lost a lot of respect for both of them today.

Here's the deal. When you commit a crime it's public record. Oh well it happens. I don't think it's right to make fun of em, but if they weren't out burglarizing houses then they wouldn't be in this situation. What's done is done. What matters is where they go from here. They made mistakes and it probably is drug related, because drugs use you and make you do stuff you yourself wouldn't do, but they turn you into a monster you don't wanna be. You do the crime, you accept full responsibilities for your actions, so you do the time. Hopefully they bounce back and better themselves from here and make amends. But the fact of the matter is, we live in a society driven by social networking and media so best believe if you do some stuff like this it's gonna spread like a wildfire. And yes that is someone's "family" but if they murdered someone would any of you trying to justify their actions for burglary be stickin up for em? Or would you crucify em. If it has to do with drugs it's not their families fault anyway. Once your trapped in a state of desperation, regardless of your upbringing, family doesn't matter anymore. Nothing does. The only thing that matters, is the means, using, and finding of drugs. Regardless of what the penalties are, I hope our justice system can prove itself to get em the help they need. If its drugs, institutions won't correct that. They need treatment and support. That's my two cents.

I know what Jimmy and Syd did was wrong, but it was not due to their upbringing. Please stop and think how their parents, siblings and other family members feel about reading all the rude comments that are being posted. The families are all dealing with a lot right now. I have on many occasions welcomed both of them into my home over the years and I am still in shock over this news. They both need to be punished for the crime that they committed and I am sure that they both knew what they were doing was wrong!

What they did was wrong! But you know what everyone makes mistake in their lifetime and if you think your so perfect and never did anything wrong then your lying to yourself. Some people do it when there kids,some do it when there teens and some do it when there early adults , and some do it when there grown adults .And some people don't get caught ! So therefore before you start saying they need to get what's coming to them they will but just let it be you saying all this negative things doesn't make you guys any better . Because you never know what life can bring and there parents have nothing to do with them that's wrong that's their family that your bashing and it makes them feel even worse bc they are in pain as well . So why don't you be an example and show that even if they did something wrong don't be that person that is going to bash because you never know what can happen . Because next thing you know it can be your family member that does it. And then you have they society bashing you as well.

While you are correct in saying there is no need to bash the family, you are still wrong by calling this a mistake. A mistake is an accident that causes damage unintentionally. A mistake is a one time occurrence that we learn from. But carefully watching people's houses and waiting for all the cars to leave so you can break in and steal their property is NOT a mistake. It is a crime. Especially if it has been happening over a period of time.

I agree, a mistake is tripping down your steps, or getting something wrong on a test. Hoffman knew what he was doing, bottom line he is a thief. If the shoe were on the other foot and your car or home was burglarized, I would like to hear you to tell the police, "Oh Jimmy Hoffman broke into my house, but it was a mistake".
You don't break into other people's homes, he has a drug habit. Instead of going to work like most people do, he waits for the honest citizens to go to work, and then he goes to work breaking into their homes, and ripping them off of things which people worked hard for, and then he pawns them just to feed his drug habit. THIS WAS NO MISTAKE, IT'S A CRIME, AND UNTIL PEOPLE START TO STAND UP TO CRIME INSTEAD OF MAKING EXCUSES, THIS IS WHAT WE GET.

Its a sin reading these posts where people have to debate over if this was a crime or not, or if these 2 meant to do this or not...They did. The neighbor stood in her window and watched Jimmy break the glass into her neighbors house....no mistake there. I have no tolerance for people who break into peoples homes or cars and steal their "things"...."things" they have worked hard to buy for themselves and their kids. I know one of the families and believe me - he was not raised to STEAL others belongings. I am shocked and sick to see what he has done and I'm sure this isnt their first house (or car) they broke into. GET A JOB is right...I bust my ass working as does my husband so we can afford our house, our car...to buy nice things for our kids. Its not their parents fault or their school or their church...they chose this path whatever it may be - drugs? alcohol?.....its a sad thing but its still WRONG!!! and they should be taken off the streets of Perry Hall. We need to bring PH back to what it was - these people breaking in to our homes or our neighbors homes, cars, sheds, etc - we need to STOP them. Drugs are everywhere in Perry Hall, Harford County, inner city..and people are stealing from homes, cars to pay for these drugs. Start being a responsible adult and report anything unusual in your neighborhood. Perry Hall is a nice area to live but these hoodlums are trying to take it from us.

What people don't know is Cossaboon had her car in a parking lot nearby loaded with stolen goods from other burglaries. The police recovered it with the stolen goods and had it towed. Hopefully all the stolen goods recovered will be returned to the rightful owners. So people who are saying this is a "One Time" mistake are wrong.

These are 2 criminals who didn't make just one mistake but were involved in multiple burglaries. They just happened to get caught because of a nosey neighbor.

If this was just a one time isolated incendent or mistake like some people want to call it than these 2 would have been released on their own recognizance from the BCDC. As it stands right now both of these two are committed to the Baltimore County Detention Center.

Interested221, Police radio traffic being monitored from a digital scanner. Cossaboon's car was recovered from the bowling alley parking lot on Ebenezer Road loaded with boxes of stolen goods. It was towed to police headquarters for processing.

As the original and current co-owner of the residence of reference on Patrick Way, it is my intention to set the record straight as to the recent residency history of Sydney Cossaboon. It is true that Sydney once resided on Patrick Way in Kingsville from September 2006 until she decided to vacate the premises in the fall of 2010. For nearly the remainder of 2010, Sydney lived with two separate families of friends within the Perry Hall area. In late December of 2010, Sydney moved to Richmond VA, and resided there until July of 2012. Finally, from July 2012 until her arrest last week, she has been living in Parkville, MD.

With Sydney’s move to Richmond, and then to Parkville, Sydney initiated changes of address with the USPS to match her residency to receive her mail; however, she did not make similar changes to her driver’s license via the DMV since vacating Patrick Way back in 2010. This is the only geographical/residential reason as to why Sydney Cossaboon is still associated with Patrick Way, or even Kingsville, almost 2.5 years later.

I suppose the fact that her mother, and two siblings are living there is not a a geographical/residential reason to associate Sydney Cossaboon with Patrick Way. If she had a closer association with this address, perhaps, her current address may not be 720 Bosley Ave. Please note: 2.5 years ago Sydney Cossaboon was a high school student and a minor. Most people would call this a "runaway" not someone who "vacated a premise".

Patch, you can’t be considered a reliable and unbiased online news source with your continued censorship of your readers. One commenter jokingly wrote that someone should break into Ms. Cassaboon’s residence and steal her stuff, and you took down that post. I then commented that there would be no sense in that, because she most likely is mooching of someone’s goodness anyway and any intended harm toward her would be misdirected. The ownership of her stated residence was cleared up by a comment posted by the real owner. They even gave a detailed chronology of her past two years. If you want to be responsible, don’t list the suspect’s address in the first place. Rather you resorted to removing comments you feel are inciting. If you’re going to get all touchy feely then stop the Rogue’s Gallery. Can’t have it both ways.

It is a big deal...I had my house broken into this past year while I was at the hospital with my 5 yr old who has had 3 open heart surgeries....DO you think they cared about what I was going through???? This pity for the criminal is ridiculous....without consequences for bad behavior there is no reason to change it. The next time maybe they will armed and somebody you know will get hurt or killed and then you can visit them in prison and express your concern for their mistakes

Glad that they were caught. Only through the vigilance of a neighbor that they were caught. If a senior citizen was in that house and he was armed it could have cost the young people their life. Very few people would want to charge him. When you enter a persons house you put everyone's life at risk, Just not so simple as missing items missing.Just shows how important it is to report suspicious activities.
