Here we go again. You don't know any of the facts, but right away assume that it was the driver's fault, and that if nobody saw the driver, it would be a hit and run.
If a pedestrian steps in front of a car and not in a crosswalk (which happens all the time in all shopping centers), it would in most cases be pedestrian error.
Pedestrian received non-life threatening injuries. The driver was probably not going too fast.
I don't know of any statistics, but since hit and run accidents make such a big splash on the news, my guess would be that most drivers stop when in an accident.
Finally, read the article: accident happened at the back entrance. Not usually a lot of cops back there.

It IS the drivers' fault. If it's outside the movie theater, the entire place is a freaking crosswalk.

Suck less at driving, and you'll be amazed at how few accidents with pedestrians happen, Maryland. It really doesn't matter what the person did. Stop driving aggressively, distracted, etc.

My defensive driving/distracted driver comment stands regardless, though.

I'm sure you've heard what "assume" means. Like I said, you don't have all the facts.
Perhaps the pedestrian was texting while walking and stepped off the curb in front of the car outside of the crosswalk.

I also know how terrible this state is at driving. It's even worse then Virginia, and that's saying something as kids in Virginia get their licenses out of cereal boxes.
