Schools, Guns and Transportation Top Kamenetz 2013 Agenda

The Baltimore County executive asks legislators for $128 m in school construction money and presses for his gun control requests.

 

School construction, gun control initiatives and transportation projects will be the focus of County Executive Kevin Kamenetz's 2013 General Assembly priorities.

The county executive is expected to announce a list of priorities later today and dicuss them during a noon appearance on the Midday with Dan Rodricks show on WYPR radio.

The priority list is expected to include $128 million in school construction projects including air conditioning requests for eight schools:

  • Timonium Elementary
  • Fort Garrison Elementary
  • Middleborough Elementary
  • Franklin Elementary
  • Sussex Elementary
  • Hebbville Elementary
  • Woodmoor Elementary
  • Middlesex Elementary

Gov. Martin O'Malley announced that his budget for the year begining July 1 would include a proposed $336 million for school construction and renovation projects. The announcement at Overlea High School included $25 million for air conditioning projects in schools around the state.

Baltimore County is unlikely to receive state funding for its entire request. Last year, the county received about $50 million or 12.8 percent of the total amount of state funds available in the current budget year.

Kamemetz is also asking legislators to address legislation dealing with background checks for firearms, military-grade assault weapons and high capacity ammunition magazines.

The county executive also is expected to ask state legislators for transportation funding geared toward three areas:

  • Expanded MARC Train Station in Middle River
  • Improvements to Reisterstown Road and its associated intersections
  • Improvements to I-695 and I-83

I know, Sorry, FIFA. I meant more as a clarifying point for all readers who might worry that the details of the bills were withheld. I've just not seen them. The devil is in the details. Hopefully, we'll see some of this stuff soon. Also, I should caution, it is not unusual for the county to slip in some pretty significant bills that were not part of the announced legislative agenda. There was a bill two years ago that changes fees for a ton of licenses in the county that wasn't on the agenda but was introduced early enough that it probably should have been.

Banning assault weapons will do absolutely nothing to stop mass shootings. People will still use shotguns and bolt actions or whatever other weapons are available. Its just a "feel good" nonsense law that I have come to expect living in bodymore murderland. I hope I am never caught in a riot full of baltimore trash ready to burn down my house and rape my wife, and all I have is a 10 shot bolt action .22 pistol to defend myself with.

Look at the lady in the news recently, who hid in a closet with her children while someone was breaking in. She fired all 6 of her bullets, and hit the robber with all of them. The robber was shot and still walking around and able to resist. She was then OUT OF AMMUNITION. If there had been 3 robbers instead of just 1, and she shot only 1 of them, she would be brutalized raped and murdered.

All so liberal pot smokers with obama and willy as their icon can "Feel good knowing AW's and hi cap mags are off the street" because "we dont NEED them". As if LIB'S saved the day, THEY saved the children in CT by banning scary looking guns. Laughable! The argument "why do you need x" is complete rubbish. Why does my son need an xbox 360, why does my neighbor need a Mustang. Why does my neighbor need a gallon of vodka and a carton of cancer sticks from a DRIVE THROUGH liquor store? There are countrys out there who have only what they need, thankfuly America is just slightly above them still.

Frank, have you ever shot a bolt action or a shotgun? I own both of them and I can tell you that they both fire extremely fast and reload quickly as well. You can cause JUST as much damage with a pump shotgun as you can an AR.

Matter of fact, anybody with firearm's knowledge will tell you the AR's .223 bullet was not designed to be a man eater, it was deisnged to be a small compact lightweight bullet that soldiers could carry a lot of. Some people even think it is so under powered that it should not be used by the US Military. If a .270WIN hunting round hit you, you can forget it.

funnyguy, you are just simply wrong.

Give me an AR15 with a 90 round magazine and you with your shotgun, good luck. You leave out a lot information about the .223 round which has a velocity of 3200 feet per second and is designed to bounce around the inside of you before exiting. I strongly suggest you don't want that round hitting you either. Thus creating a wounded soldier. At the range the Conn. school shooter had, just like most mass killings, it this the ability to fire a lot of rounds in a short period of time that is the issue. Some people think smoking doesn't hurt you also, clearly the military have settled on the M16.

No it will not lessen the chances of it at all. A family of gun owners will always keep firearms no matter what you make illegal, weather they are bolt actions or assault rifles there is a GIGANTIC market for firearm's in America and people will always have firearm's. If unfit people have access to any firearm's, they can still go on the same exact shooting spree's with the same results.

They banned Assault Rifles in the 90's and we still had mass shootings then.

The specific weapon a shooter uses's has NOTHING to do with the fact they went on a shooting spree.

Every try to fly? You gotta take your shoes off and get a finger up your butt just to make it to Atlanta. How many millions of dollars do we spend protecting air ports? Why cant we have an armed guard at a school just like we have armed guards at bank of America?

Guns are good. They the last line of defense for people like you and I. My 5'5" girlfriend can stand up to a 250 pound rapist with one (hopefully not limited to 10 shots to protect herself from one). If you wake up tomorrow and gas is $50/gallon and there is no food in the grocery store; your good look's and carefuly thought out response's on a website will not keep you and your family safe and alive.

funnyguy, you just don't get it. You have armed guards at some BOA sites, not all, because that is where robbers go. If sick people want to shoot children and you put one armed guard at every school, do you really think that will stop the killing. Before school the kids are standing around waiting to get inside, the 90 round magazine AR15 will kill a lot of kids before the armed guard gets a chance.

The assault weapon ban does not work because it didn't take out the existing stock of weapons. The issue is in the semi-automatic firing mode of the weapon. Take that away and you will reduce the number of rounds fired. Of course the only way to eliminate the problem is melt all guns and ban the manufacture. Which is a pipe dream.

@BAN, the 5.56 round is almost identical to the .223 and so close that the .223 will fire in a 5.56 barrel, but not the other way around.

We really need to stop the bickering and look at the facts. I am an NRA member and will probably loose my good standing by saying this but I am for gun control...but not the loss of my constitutional rights. I believe if a person is a criminal, he should not be allowed to own a firearm. I believe in background checks, and I believe in personal responsibility.

With that being said, we have a boatload of laws on the books and still have an ILLEGAL FIREARMS problem. How many times do you hear of legally obtained firearms being used in the comission of a crime. Why should the responsible citizens always shoulder the burden. Let's stop reacting to problems and actually start to solve them. My firearms are not a threat to anybody.

Now, let's talk definitions. "Assault Weapon" is a made up term that has no real definition. Don't believe me? Look it up. "Assault Rifle" is defined as a FULLY AUTOMATIC rifle. These are strictly regulated by the federal government. This is NOT what politicians want to ban...they want ALL firearms.

Let's stop throwing stones and look at the facts.

Finally, as far as semi auto verses revolver or manual. In trained hands, it makes no difference. I can reload my revolver 2 times (total 18 rounds) in the time it takes a casual shooter to "accurately" shoot a 15 round semi auto pistol and empty the magazine. I bet I will have a better score on the target too. I can shoot a pump shotgun (5 rounds) faster and more accurately than most accomplished hunters can shoot the same 5 rounds from a semi auto shotgun. It's all in the practice.

With that said, does it matter if we are allowed to own high capacity mags...no. Do we really need 50 round mags....no, it actually causes less accuracy because of the weight...most people can't hold the firearm steady enough with that much ammo .

Let's stop bickering and start doing homework. Let's man-up and admit we don't always know all the answers. Search out the truth and be open minded so we can do the right thing, make the good decisions and ACT, not REACT.

That's not even remotely true. All evidence of increased gun sales is anecdotal. If it truly up 400% then that would be reflected in the stock prices of the publicly traded companies in this industry (which it hasn't).
This is just a rumor started by the NRA's mouthpiece the Washington Times and Faux News. The Moonies and Cerberus control over 2/3'rds of the Firearms industry. They have a figured out a nice way to utilize the Rightard media to get the lemmings to jump off of the cliff.

In Darrel's case it looks like it actually worked.

"Gun sales and permit requests have surged across metro Atlanta since the Connecticut school massacre last month, a trend many say will continue as Congress considers tougher gun control measures.

In December, Gwinnett’s weapons carry applications doubled from the previous December, rising to 1,082. Cobb County saw an 89 percent hike to 1,212 last month.

Fulton and DeKalb saw increases of 39 and 40 percent, respectively, with Fulton receiving 732 applications and DeKalb 398."

Matt, I broached that elsewhere about, according to the FBI UCR, 38% of all homicides are caused by blacks, mostly black men.

By the way, how have Chicago, San Francisco and DC's gun bans fared in court? Oh, right. They've been overturned. Confiscation won't happen and the politicians know it. Stock markets are fairly efficient. If sales were up 400% it would be reflected in the share price. If Apple said the sales of their iPhones were up 400% what would happen to the price of their stock?

Then take a look at the imports of firearms. They bumped up a little bit at the NRA fueled "Obammy's Gunna git yur Guns!" rumor, but they are flat too.

Like I said before, Lemmings jumping right off the cliff. I am going to laugh my ass off a year down the road when theLemming are sitting on caces of firearms and thousand of rounds of ammo that they overpaid for. The sad part is that the Moonies won't even thank you!

If you look at it...the media plays too much into the "reason" for a gunman to take the lives of innocent people.Easy targets and lots of publicity.In most cases the shooters don't want to face the consequences and take their own life.More focus on the grieving families and treating the shooter as a non-person.
This includes work place shootings and "tragically" going into our schools with guns..Many people see a problem and don't want to be bothered with notifying the authorities.With so many guns available,they will not disappear but will only be traded as the 'need" arises.We have to be more vigiliant in reporting problems to the authorities.Everytime an "incident" happens the citizens buy more guns and add to the potential of a gun getting into the wrong hands. Just buying a gun doesn't mean you have the proper training in making the right decision when and how to use it.Too many "disputes" end up with lives being taken because a gun is available.Assault weapons are at the top of the radar "for the politicians" but what law will "really" change anything with the NRA having so many supporters ? I guess we all have to be prepared for whatever comes out of this. I just hope in the "end result" it is positive.

She was not alone. A couple of other parents expressed similar sentiments, and the district has received close to 300 emails, many of them voicing concern about long-term security and police presence in the schools.
Schools Superintendent Janet Robinson said this presence is "indefinite," with Newtown's department supplemented by officers from other departments."I've told the police we need them," Robinson said, noting that children have not ventured outside for recess "because of anxiety."

Armed guards can be a police officer a Sheriff,a Deputy a hired guard or any other number of people that the PARENTS and the local school boards and governments decide are qualified to do the job they are hired for. Why don't you open your eyes and see the forest for once instead of looking to play your childish liberal word games. Pick a few words and attack like a rabid dog.

"At a press conference held Thursday afternoon, Sheriff Donny Youngblood said that the shooter, a 16-year-old student at the high school, entered a science classroom at around 9 a.m. that morning armed with a 12-gauge shotgun"

Two were injured, sure glad he came with the shotgun instead of the AR15 with a 30+ round magazine, teachers talked him into laying down the gun.
