St. Joe's Fullerton Deacon Charged With Child Pornography
William Steven Albaugh, of Treadway Court in Perry Hall, was arrested and charged with possession of child pornography.
The deacon of a local church has been arrested and charged with possession of child pornography, according to a news release from the Baltimore County Police Department.
William Steven Albaugh, of the unit block of Treadway Court in Perry Hall, was arrested at his home at 7:45 a.m. March 1, police said in the news release.
Albaugh is the deacon of St. Joseph's Fullerton church on Belair Road, the release states.
He was charged with one count of possession of child pornography and released from the Baltimore County Detention Center in lieu of $75,000 bond, according to police.
Detectives began investigating Albaugh last month, after his Internet service provider Verizon Online notified the National Center for Missing and Exploited Children that one of its subscribers, later identified as Albaugh, was storing pornographic images of children on their cloud storage service, the release states.
Friday morning, police searched Albaugh's home on Treadway Court and found saved images of child pornography on his Verizon Online account and on thumb drives, the release states.
There is no information that children at St. Joseph's were victims, police stated in the release. The investigation is ongoing.

Here is a link to the email sent to parents of St. Joseph's students. The deacon has been with the parish since he was ordained in 1996. I can only hope that none of the students were victims in this case. It's sad to see how mangled the skeletons are in the Catholic closet.

First, stop blaming the church. No one knew. No one. You can't stop something you don't know about. And for that matter, no one would care if he was Joe Schmo. Food for thought...this guy gets $75000 bail but the other guy (seperate story on wmar website) who is a school teacher is also charged with child pornography in an unrelated case got $1 million bail. Dude must have been in waaaay deeper. Sick...pure sick.

They do background checks. On all personnell and even all parents or adults that want to attend field trips or volunteer. Get your facts straight. Nothing came up on his background check.

The link sent to the parents was actually from the Archdiocese. In the emai, it just said "Please read attached documents". No actual statement has been made or came from the school or parish. We have received more info from this article which is incredibly disheartening.

This man married my wife and I, and baptized one of our kids. I am horrified. This isn't an attack on the Catholic Church, but it is growling curious how the most intolerant, anti-gay 'church' continues to turn-up child predators. I grew up with religion and as I grow older, I try and worry more about living life, loving all and doing what's right by mankind. Mental health is crushing our culture, yet we lack the resources or courage and passion to address it.

My son attends CCD there and my daughter was just baptized by this man. This is sickening and so disappointing! Its terrible that you cant even trust that your child is in good hands while they are in Church! :( I hope this man gets help, along with all others that are suffering from mental health problems! You should know what you are getting into if you are going to a Catholic church or sending your children to a Catholic school. This IS an attack against the Catholic Church because it hasn't done anything to stop this problem but only to cover it up. That being said it isn't an attack against Catholic beliefs and this problems seems unique to the US church. The one Catholic belief that contributes to this problem is that priests can't be married. Almost no man will reject marriage or a bachelor lifestyle for celibacy unless he wants to hide being gay. I've read that more then 1 in 3 priests are gay, I'm sure giving them the benefit of the doubt not as many are practicing gays (which would be against the oath they took). A Catholic priest is 450% more likely to develop be HIV positive then an average mail.
That is shocking! Shocking!
Catholic and pedofile seem to go hand in hand. At least every other article about pedophilia mentions someone from the Catholic church.
So I disagree with those who say don't bring the Church into this..they are behind it because they don't address it.

I always think it is strange when people say that not being married will make you abuse children. Have many of the readers out there who are otherwise sane, healthy people have done that during those lean years without sexual activity? Nobody who isn't already disturbed would.
And I also find the implication that if you are gay you will molest children extremely offensive. People who have poor boundaries and make evil choices might use their position as older/trusted to get with an adolescent person-- as many teachers and closeted gay priests have. BUT child molestation is a separate category. There are also those people who don't care who it is, they are just going to use whomever they can. Those are the really demented people and, guess what? There are more of them in the general population than in the priesthood....but any job that gets you access to kids will be a draw for them.
Anyway, please re-examine your logic, and possibly your anti-gay bigotry.

This ITCCS web page is a bunch on nonsense. It was probably posted by a disgruntled guy who has likely never been to Belgium. He clearly wants to make a case against the Vatican, yet won't disclose the "European country" that is involved. If I wanted to join the ITCCS (which--of course--I don't), there is no way to contact it. Strange. The page says that there will be an arrest warrant for Benedict XVI's successor; ergo, the goal is to arrest the office of the pope. This is entirely silly. One makes matters worse by blaming the Catholic Church for this man's actions. The Archdiocese of Baltimore immediately reacted to this news. A letter is posted on the St. Joseph website with steps that are being taken to address this matter. Everyone in our faith acknowledges sin. Those devoted to the Church and the teachings of God try to follow His Commandments and live according to His will. I hope that Bill will now seek the help he needs to turn his life around. Let us all pray for purity of heart and forgiveness of our sins. For those who disparage our retired Holy Father, I ask God to allow you to see the goodness he has shown for all of God's people.

Just like drunk drivers, they must be caught first before they can find help for their alcoholism or whatever it is. But at least he was caught. But I agree with Megan. The Church can't do much about it unless they are aware of it first. Now that he was caught they suspended him from his volunteer duties as a Deacon. They can't do much more than that. The criminal justice system must now take over and prosecute him to the fullest extent as they say. But he is still considered innocent until proven guilty under our American system of jurisprudence (I'm sure that will elicit some responses).

Ironically, it's the fact that he is associated with the Catholic Church that makes it so easy to believe the charge. Yet, sure, there might be some far-fetched but true excuse such as
1) The child is a 17 year old that was not properly ID'd by an adult web site. The guy thought he was looking at porn (not right especially for a deacon but not the same as looking at child porn) and as a result is involved in this.
2) The ''model'' was of age but law enforcement authorities suspect that she may not be.
3) Someone else in the house looked at the pictures and they were either one of the above or actual child porn and he is taking the fall.
(Please note when I say ''model''' I am referring ONLY to the case when it was an adult who wilfully posed)
Thankfully, in any event there does not seem to be any accusation that he carried out anything related to this in real life.
As for comments like ''He who is without sin..'' I prefer the line ''Let he who is not into child porn, cast the first stone.''
Yet, there is a difference between casting stones and pointing out a very real problem within the Catholic church. Again, it's not an attack on Catholic beliefs but the Church heirarchy and those would are OK with it.
As for the devil's involvement. As the saying goes ''If the devil made you do it, you blew it.''

I know one thing. I won't be putting any company financial data or family pictures on the Verizon cloud. It is pretty evident by this case that your data isn't kept private. All you need is one Deacon Albaugh guy at Verizon cloud and who know where your kid's pictures or your personal financials could wind up. Not sure what you agree to when you use the Verizon cloud but this sick individual may have a case again Verizon. Seems like an invasion of privacy.

All of these cloud storage providers make it very clear in the terms of service that you cannot use it for illegal purposes. Also some person at Verizon isn't looking through all the data you send to them. It's a automatic computer that scans files for matches to a child pornography database. When this computer gets a match, it then alerts someone at Verizon to look over this account. Which is completely legal under the terms with them. Speaking of invasion of privacy, isn't it an invasion of privacy for these kids who were raped then had photos/videos of this rape uploaded to the internet, and now this pervert is looking at those photos/videos? Yet you are more worried about this pedophiles privacy?

would you all STOP for just one second and look at yourselves? Flying accusations, bickering back and forth... It's CHILDISH! If you call yourself a catholic you should be ashamed of yourself. I am not by any means condoning the allegations ahead of deacon bill, but to be ashamed that you have been married by this man or baptized is just down right ignorant. Do we not receive the same graces from God regardless of who they are working through?! And was it not the sinner himself who was unworthy yet washed the very feet of Jesus? Child pornography is wrong, yes. Is it necessary to re-evaluate and provide counsel for our parishioners and children? Absolutely. In this time of uncertainty and despair we should now be turning towards the face of God, and praying for our children, our community, the parish, and this deacon. I am by no means a grown adult and I do not understand everything, nor do I claim to, but if you truly practice what you preach then this is a very crucial time for our parishional community, and your time would be much better spent comforting the sorrowful, then accusing the sinner. NONE of our hands are without the stains of scarlet.

I guess he should have read a little closer the terms of Verizon's cloud agreement before he starting saving kiddie porn on their server. Look, the guy isn't going to jail. He doesn't have a criminal record. There is no evidence yet that he harmed or took pictures of children or produced any of his own child pornography. All he is guilty of is violating the terms of Verizon's cloud agreement and also of being a creep who likes to get his rocks off by looking at child porn in his house. His penalty will be that he will have to register on the sexual offender data base and have his picture posted on there til the day he dies.

Regarding Verizon TOS -- I am so suprised that they are unable to provide any customer support, it takes 2 hours for someone to respond to an online tech chat yet they have time to find sex offenders.
Maybe in fact that is where all the effort is because it sure as heck isn't with customer service. (I switched to FIOS and boy to I regret it)
I am curious -- as per above poster -- how an automated computer program identifies child porn? How is determined to be child porn. My understanding is that this would be any pornography with a child under age 18. So pictures with a mature looking 17 year old could be mistaken as legal. Pictures with a young look 20 year old could be mistaken as illegal. Do we know in this guys case that this was clearly with kids or is termned this way over something like what I just mentioned. (I've heard of more then one 18 year old labeled a sex offender because of a 17 year old girlfriend who then gets a stigma for life as a Child Predator registered in databases without explanation.)
If the guy is guilty, it's a horrible abuse of trust. My understanding of Christianity is also indeed (earlier commentor) that you don't throw the first stone and the church is a place where sinners become whole but NOT a place where active sinners run things.

Each file has what's called a "hash" think of a "hash" like a digital finger print, each hash is different. However a copy of a file will have the same hash, just like a copy of a finger print will be the same print. What these systems do is compare hashes to a database of known child pornography hashes. Also close to 90% of child pornography(under 18) out there is of children 12 and under. So most likely he had images of children, not older teenagers.

I am shocked that deacon Bill was involved with child porn. How often did I see him giving communion and he is such a good speaker the priest would often let bill give the homily too. He seemed to be a dedicated family man too. We all have skeletons in the closet but not child porn!!
It is wrong to blame the Church. How could anyone have known what Deacon Bill had on his computer. And to put it in iCloud how dumb. As an older man he apparently not computer savvy enough to see he'd be caught.

Background checks are not going to reveal anything if the person has never had a problem with the law in the past. These people are found in all walks of life, creeds, colors etc....... There may even be some among our own relatives and we are oblivious to it!!! Regardless, each individual is responsible for his own actions!!! I too was raised in the Catholic Church all my life and was never approached by a priest in a sexual manner, never heard them speak in an inappropriate way to me or anyone else.

This pervert baptized my son in 2005. Makes me want to throw up. We pulled out of St. Joe Fullerton immediately and switched to Our Lady of Mt. Carmel in Middle River. I encourage all parishioners of St. Joe Fullerton to pull out of there and switch churches. Let that parish go bankrupt, level the building, and build a new public high school to alleviate the overcrowding at Perry Hall High.
