Weston: Homan Controls Pension Board

The president of the union that represents active and retired Baltimore County police officers said Thursday that a July pension board vote was "one-sided" and orchestrated by County Administrative Officer Fred Homan.

"There is a real lack of oversight," said Cole Weston, who is a former member of the pension system board of trustees. "The pension board is largely comprised of members who are department heads who answer directly to [Homan]."

Weston made his comments during an interview about a July vote by the board that approved a $25 million loan from the pension system to the county to pay for a new recycling center at the Texas landfill in Cockeysville.

Homan, as county administrative officer, controls not only the project in question, but is also a member of the pension board.

Homan is listed as the pension board representative for the county executive according to a list provided by the county last month. Other members include:

  • Baltimore County police Chief Jim Johnson
  • Keith Dorsey, director of Budget and Finance
  • Edward Adams, director of Public Works
  • George Gay, director of Human Resources
  • Retired police Major Joseph Zerhusen, who currently serves as Chair of the Board. 
  • Michael Day, president of the Baltimore County Professional Firefighters Union
  • An eighth position is currently vacant due to Weston's retirement.

Despite the fact that Homan is not listed as board chairman, Weston said Homan controls the agenda and the votes.

"Clearly [Homan] controls the direction of the pension system as it relates to investments and on policy issues," said Weston.

Homan, who became county administrative officer in 2007 under then-County Executive Jim Smith, is widely regarded as arguably the most powerful man in Baltimore County government.

Prior to his appointment, Homan was the long-time director of the Office of Budget and Finance. During that time, government insiders routinely referred to the agency as "the Office of Fred" and county government as "Fred's World."

Homan previously served on the board as budget and finance director. Following his 2007 appointment by Smith, Homan began attending as the appointed representative of the county executive—something Weston said had not happened before.

Yikes, KK is in a tight spot having centralized so much power into one man. There is really no way to walk it back at this stage, if KK ticks off Fred he'll destroy his political aspirations. No second term, no shot at governor or senator. Done.

Hope Kevin realizes the best thing he can do now is to stay quiet and let Fred run the county as he sees fit.

Stewart I guess Kamenetz and Smith would have to answer that. I think at the very least the Mainsail issue involves the code and ethics in the handling of the matter.

After this and other issues Kamenentz just sits back and lets this man run the government. Homan is my opinion will cost him a second term because he shows no leadership in taking the initiative in dealing with him.

this loan is in fact unprecedented, and if county retirees don't start taking note, they will find their pensions are at risk like in many other local governments throughout the country.

Remember, it was Homan that lost $21M of the retirement fund's money, scapegoated and fired the man that made the investment, and then did not even sue Merrill Lynch to get the money back....how can stories like this get no attention.

also, remember it was Mr. Homan that approved double pensions for KK, Gardina and Moxley....does anyone know if the pension board ever reviewed and approved those sham "retirements"?? notice how you never hear or see Gardina and/or Moxley...just laying low and double dipping....sure hope voters don't forget about this....also, at the time Dandy Don Mohler said the double pension law was not a scam, that it was going to be offered to some retired cops, etc....did that ever happen???

Let's see how the numbers really work. The County is going to pay the pension system 7 7/8% per year or about 4% more than what was available on the open market.

Thus the county is going to pay an additional 4% per year on $25,000,000 or $1,000,000 to the pension fund. Gee, where is that money coming from?? A hah! The Taxpayer!

Congratulations on sneaking an extra cool Million from us per year!! Calm down, no, I'm furious. This is disgusting and a bad attempt at being sneaky.

Well, since the County Executive hasn't raised the tax rates, you shouldn't get so upset. Remember, the county would have to make up any shortfall in the pension if investments don't reach their projections. So it makes sense for the county tp pay a higher rate to the pension system on an investment that is to be a profit making venture. (that's why it wasn't eligible for the low cost tax exempt financing in the first place). It is better for all of you to understand the facts before you walk lock step with Kamikaze Cole who has his own agenda.

I am not upset. I just want transparency and call it what it is. It is an additional payment to the pension fund from the general fund to the tune of $1,000,000 per year, that's all.

The fact that the Board is controlled by the Administration is a separate, but important issue. The question I have are the members on the Pension Board subject to County Council approval of the appointments? A pension board should be an independent unit, separate from the whims of both the County Executive and the County Council. The Pension Board should have a fiduciary responsibility to the pensioners, not politicians.

Obviously the county doesn't have the money now, or it wouldn't have needed the loan. In today's economy, I'm not optimistic that they will have enough in years to come to pay the exorbitant amount back in interest alone! There are no guarantees (take note "calm down"), in government when things like this happen. This is a bad deal all around.

Homan has been praised by various media groups for being the county's fiscal watch dog when in reality, he has cost them millions in poor decisions.

Kamenetz shows a complete lack of leadership by allowing this man to continue to rule Baltimore County. As they say - The Office of Fred.

As long as Homan stays, the more it appears that Kamenetz may be on one term executive. A real leader would have dealt with this man after his first - encounter!

Burning a Million Dollars a year unnecessarily is just that. Your attempts at distraction are seen by all. In a hole? Best advice is stop digging. If you want to give the pension fund an extra million per year do it in the daylight. Otherwise it makes you look crooked.

Ron, I could bury you in the area of negatives. I got some phone calls on a letter making the rounds on the councilman. Some people thought I wrote it but what I have to say I say on Patch. The letter is an interesting read, real interesting.

Do you want to go into some of the county's cost. In a blog I'm working on we'll discuss county's 500% increase in food stamps. That is just a small part of the SS budget which has exploded over the years like the pension costs.

Fiscal shape, depends on whether or not your are speaking for the working, taxpaying middle class. Kamanetz, Homan and their council buddies already have theirs, or did you forget that?

Forty-five mill out of the pension fund for blunders. I've got some good stuff coming out you might enjoy commenting on.

By the way, why was there no vote by the trustees on Mainsail, or if there was where are the documents. I guess I'll find that out the 26th of September in court.

I see at least three mistakes. Go back like I did and correct them. Engineers don't make those kinds of mistakes, otherwise the next mining job you have in Mexico as an engineer might be the last one. Mistakes like that in your multifaceted line of occupations could be costly.

Next on your assessment of the facts on food stamps, call the Baltimore County SS Office and ask fro Ms. Hutchison and she might take issue with you on the cost of the food stamp program and its demise, Ever hear of WIC?

Are there challenges,of course it's how you manage those. Did you read the article on moving some of the departments of the education into Towson.That's projected to save $1.5 million. The decision to move a BCPS office to the Jefferson Building
needs further explanation. Mr. Mohler's comment that the move will bring " more employees to downtown Towson to shop and eat in local restaurants" sounds
ridiculous.
Decisions made by the KK administration should be questioned. They are costing
residents plenty.

Mohler is just another yes man. They are bring BCPS to the Jefferson building to waste another couple of million in renovations. They just renovated the Jefferson building a few years ago when they moved several agencies into that building.
Plus the administration is going to increase the parking rate to those who work in Towson from 33.00 to 100.00 wonder if BCPS knows that. KK your done maybe if you stop taking those morning naps to will be able to see the County falling apart.

Ron, I'll do with this letter the same thing I did with the letter I received from McDondough, I'll blog it. I'll let the readers decide on the content. I'll have to clear it with Patch's editors first.

If the county is in such great fiscal shape why are they borrowing money from the pension fund?

Yes I read the article on the on the moves concerning the education department and the savings of $1.5 million. The Mainsail loss was $21 million. I just wrote a followup blog on that deal concerning the application to the county charter. Look for it this week.

I'll give you a hint on the other blog on the SS budget.

In FY 2002 10,666 households with 22,0000 individuals were receiving assistance each month at a cost of $19,378,700.

In FY 2012 there were 45, 622 households with 94,313 individuals receiving aid at a cost of $130,157,000.

The chief of police along with the certain members of the executive branch are basking in cash. The chief's pension will be around $180,000 + a year with a drop of about a $1 million +in cash. By any standards that is a pretty good take.

Ron in that one area of the SS's budget how much of an increase is that? Also wait still you see the numbers on title one schools, Section 8 housing and Medicaid. Should make for interesting reading.

I'll have more latter.

As for you Steve, you don't count in these matters. You hold no cards in this hand.

To Mark: do you ever ride thru Towson? If you get the chance do it.What you'll see are a number of empty storefronts. This is our county seat AND the hub for a major unoversity. Go to any other "college"town and you'll find the majority thriving. Moving employees to Towson saves money on rent , a good thing and as ancillary benefits brings more people , day to day, into Towson. That is a true and correct statement. It wasn't the driving forces behind the decision but it certainly will help the merchants which then brings in more merchants. It's called economic development,sorry you have trouble with that concept.

I hope Mohler is getting extra pay for all of his excuse making in here. He has only quoted Fred's reasons for the "loan". There is no reason not to have a 3rd party oversee the repayment of the "loan". Oh wait, the attorney for the pension system is....Suzanne Burger!! If she was doing her job she would have made sure this was done!! But, she is Fred's "buddy" so she didn't. I wonder why?

Ron I grew up and worked as a cop in Towson for many years. What do you see at Dulaney Valley and Fairmount? High end condos that they could not sell and can't rent. Who is living there now?

I even see graffiti on the walls at Calvert Hall. Kamenetz lied to my face at a community meeting and still allows the good old boy network to live and thrive. That will be his downfall.

Any county executive who allows a man like Homan to continue working there is doing so out of fear. Kamenetz signed off on the Yorkway deal and the $21 million the taxpayers will never see back.

Why did he not step up and announce he received Homan's letter on announcing the Mainsail loss? Why stay silent over a coverup if the announcement was legit?

Why did no councilmen step forward and speak up? The two that did said they were not notified.

I see two issues, a violation of the charter and an ethical one as well.

If economic development is the key then why is the budget in the tank. Oh, the tax breaks and deals. Almost forgot. In the county money talks while he rest take a walk.

Does this also smell of what the federal government did to social Security. Social security had strict laws when it was born to not be touched by the government but they could not keep there hands off of it, and know it is in danger. Also where do you think the money will come from if the loan fails. Your right taxes will not be raised they will just strip county employees of more of there benifits. OOOOh and dont forget the county has to obsorb part of the teacher pensions now so where will that money come from. Also under Mr Smith the attack on county pension sytem in to mR KK rule the county cried how poorly the county pension system was doing but yet they can borrow money from it. We as a nation forget the past to quickly allow corruption to flow from our politicians way to easlily.Right know under KK county employees health and retirement is under attack and the county is trying to destroy county unions.

Steve, Robert whatever, you are the one what made the statement that they weren't any federal issues involved and have not spoken to Cole and YOU GUESS YOU COULD TALK TO HIM. You made the statement about what was going on and yet you don't even know the name of the law firm that represents us.

Again if you knew so much you would know the name of the law firm that repents the FOP, but as always you NO NOTHING NADA! Your just a kid way out of your class.

I told you many times you are out of the loop, have no knowledge of these matters have never worked in county government and have no clue as to what your talking about.

You try to come off as a somebody when in fact your are just the opposite. You act like a little kid when you find out there is no room in the sandbox for Robert.

What is more amazing is that in every issue that comes up on Patch you either work in that area of the issue like your mining and engineer job or live near all the major players. You sound like Obama, he knows everything yelling while standing on deck with the ship is sinking.

If you knew the answer then why did you ask? Still the potty mouth kid I see. That's why you'll never be anything but an afterthought.

Educated intelligent people in the loop don't write like potty mouth street kids. You missed a couple of key attorneys that work on these cases but like I said you're out of your league. Isn't is past you curfew?

It's easy to tell you're a kid because you can't control your violation of the terms of use. You're too immature and can't control your emotions.

One question, how am I bashing the FOP when I support this case. Can't you get your facts straight.
