Report: Intoxicated Driver Caused Crash Killing White Marsh Toddler

Toxicology reports show that Victoria DeAngelo had a blood-alcohol content of 0.18 and had evidence of narcotic painkillers in her system.

Toxicology reports show that the driver of a fatal wrong-way crash on the Baltimore Beltway Thanksgiving weekend was drunk and had taken narcotic analgesics.

Victoria DeAngelo, 21, of the 2300 block of Searles Road in Dundalk, crashed into another car as she drove on the wrong side of the Beltway on the Curtis Creek bridge, killing herself and a 3-year-old White Marsh girl.

Reports from the Chief Medical Examiner's Office show that DeAngelo's blood-alcohol content was 0.18, and she also had Tramadol, a narcotic painkiller, in her blood, according to Sgt. Jonathan Green, a spokesman for the Maryland Department of Transportation.

DeAngelo was driving a Chevrolet Cobalt the wrong way on the outer loop of I-695 at about 10 p.m. Nov. 25, when she crashed into a Hyundai Santa Fe driven by Kimberly Taylor, 29, of White Marsh.

DeAngelo was pronounced dead at the scene, according to Green.

Taylor was taken to the University of Maryland's R Adams Cowley Shock Trauma Center with serious injuries. She was still being treated at the trauma center as of Monday, according to Green.

Taylor's 3-year-old daughter, Lily Kelley, was taken to Johns Hopkins Hopsital, where she died. Taylor's other daughter, 2-month-old Mackenzie Kelley, was treated for less serious injuries at Johns Hopkins.

"We believe at this point in the investigation that she got on to the Beltway by using the exit ramp from the outer loop to Quarantine Road," Green said Tuesday. "In essence, she entered at Exit 1 going the wrong way on Quarantine Road to the Beltway."

The crash occurred on the drawbridge span, about one-tenth of a mile from the actual lifting mechanism, Green said.

WHERE in the world is the drunk driver registry at ?? I can only bet she has a record of this in the past as does most drunks and they will continue to drink and kill till they are put on a registry so we all know who they are and can protect our families as we do with sex offenders ??? They tell us that the sex offenders registry is working beyond belief and if that is so true we need to look to expanding it to other type of criminals or is it just smoking mirrors ???

You drink you drive, you should lose your license permanently. Lets get tough.

That would definitely get the job done.
It'd also do more harm to the economy then you might think. I guess it would depend on the parameter set. If they implemented this type of rule, I'd almost never go out to a bar ever again.

What I mean is this: If you get pulled and blow .10 or more, then absolutely, one and done - at least for a few years. If you get into an accident harming others, again, let them sit for a few years carless.
but I am sure I drive at something over .00 on occasion, but under the legal DUI limit of .08 from time to time. It's because I frequent NEARBY, locally owned establishments. In a pure zero tolerance scenario, people like me (and there are tons of us, don't pretend there aren't) would stop taking the chance. Let's not also forget the fact that not only was this woman driving absolutely blasted, but she was on painkillers as well. There isn't a word for how irresponsible this person was.

My sister-in-law actually played with my nephew too Tim. Unlike EVERY OTHER single parent that wasRead More there. However, you can't tie your child to you. They came there to play. Bullies move very quick. When my nephew fell and was visibily scared, not a single parent except for one even noticed. Nobody from the library was in site. You are right that if parents were required to pay attention to their children then there would not be an opportunities for bullies because the parents of those bullies would be watching them also. When the group came from a religious school in Pikesville this is exactly what happened. All the parents stayed with their kids. All other parents, with little exception stayed in a waiting room talking amongst themselves paying little attention to their children. My nephew has been to all kinds of playgrounds and never been attacked by older kids before. Next time, if my nephew is attacked by an older child I will urge my brother to call the police and press charges against the parent. However, irreponsible Storyville need not worry -- won't be back there. Just wish our tax dollars weren't supporting this.

Let me put this in more practical terms. 1. My sister-in-law suggests that the bully seemed about 8Read More years old and probably shouldn't have been left at Storyville to begin with. There is no ID system at Storyville for childs age. 2. The bully caused various kinds of mayhem. Knocking down things, shouting, etc. No one from the library is actually in Storyville so there was no disciplinary action taken such as removing the child. 3. Parents should not view Storyville as a babysitter and not be allowed to congregate in the waiting area, leaving their children to play alone. 4. Items that could be used to cause serious injury should be removed from Storyville. 5. Cameras. If an 8 year old hits a 3 year old at Storyville where parents are suppose to be watching their children, I want proof for a court case. Yes, it's a shame it can't just be a pleasant place to take your kids but it isn't. It is filled with unrully children and uninterested parents. A child SHOULD NEVER leave a library with two bruises across his face EVER.

Sounds like your sister in law needs to grow a brain. If an 8 year old is running around like aRead More maniac, grab your child and GO FIND an employee to wage a complaint and get the kid booted. My daughter is 6 and went a couple weeks ago and was not permitted beyond the gate with the other kids in the group. Just because some ghetto monkey jumped the fence one day, don't give this place a black eye for it.
