A women drove the wrong way on Interstate 695, causing a fatal accident, police said.

A head-on collision Sunday night on Interstate 695, near the Curtis Creek drawbridge, claimed two lives, including a Dundalk woman and White Marsh toddler.

Victoria DeAngelo, 21, drove her Chevrolet Cobalt the wrong direction on the outer loop of I-695 at about 10 p.m. Sunday. She then crashed into a Hyundai Santa Fe at 10:01 p.m., according to Sgt. Jonathan Green, a Maryland Transportation Authority Police spokesman.

DeAngelo, who is from Darlington and was living in Dundalk, was pronounced dead at the scene, Green confirmed.

The driver of the Hyundai Santa Fe, 29-year-old Kimberly Taylor, a White Marsh resident, was taken to the University of Maryland Shock Trauma Center with serious injuriesTaylor's daughter, 3-year-old Lily Kelley, was rushed to Johns Hopkins, where she died. Taylor's other daughter, 2-month-old Mackenzie Kelley, was also taken to Johns Hopkins Hospital, where she is in stable condition, according to Green.

Maryland Transportation Authority Police continue to investigate. "It appears that Victoria DeAngelo entered the outer loop of the beltway using the wrong ramp and going the wrong direction," Green said.

She should have been in jail and that little one would be alive. She has HOW many court cases involving domestic violence, peace orders, possession of drugs, theft and she was out driving around AND she was a mother? Disgusting.

It is extremely sad..I wish more people recognized that it is the court system, or lack thereof that is destroying this country. People are usually quick to point the finger at the police for not doing their job, but all they can do is arrest the people. It is the courts that slap them or the wrist and set them free.

I have known Kimberly Kelley for about 3 years. We are not close but chat occasionally. This is so terriable. Lily Jo was the love of her life. I can't imagine the pain she is in emotionally and physically. I understand that she will be in the hospital for a long time. Not sure if drugs or alcohol were involved with the 21 year old but I do know that this accident will change the Kelley family forever.

To save everyone the hassle from going to the MD Court results page, it appears Victoria DeAngelo has numerous drug possession and theft charges, among some others. Maybe if the judges in 2011 would have thrown the book at her then, that little girl would be alive today. Instead, she gets waived hearings and court costs + fines to pay. Now this little girl had to pay for this useless piece of sheet's mistakes with her life.

I believe Victoria was deliberately committing suicide. How selfish of her to have taken another innocent life in the process. What a terrible tradgedy.
