A Chapel Hill Elementary School student received accolades Tuesday morning for helping to create a state law that could restrict the sale and growth of invasive plants. Fourth grader Jacob Robinson received the Outstanding Youth Achievement Award for "environmental awareness" from the North American Weed Management Association. It was presented by Maryland Secretary of Agriculture Earl F. (Buddy) Hance, according to Jacob's father, Dennis M. Robinson Jr., president of the Perry Hall Improvement Association. County Councilman David Marks also presented Jacob with a Baltimore County Council Resolution. He was recognized by state Sen. Kathy Klausmeier and Sen. J.B. By 2014, more than 200 seniors could be living in a luxury apartment complex in the heart of Perry Hall. "I'm very optimistic and excited to start construction as soon as we can," said Andrew Teeters, senior development director for The Shelter Group, a developer planning the construction of Brightview Senior Living. Brightview took a major step toward becoming a reality last month, when the Baltimore County Council unanimously endorsed the review process. Starting with 165 rental units, the complex is planned for a 15-acre property adjacent to the Perry Hall Marketplace shopping center, behind the planned Firestone store along Belair Road.
