Reply"Calm Down," since you were likely at the budget session where I pointed out that by 2016 nearly 30 percent of the non-air conditioned elementary schools will be in the Fifth District, you know that I'm not the one making political decisions about which schools get air conditioning and which do not. The latest round of recommended schools illustrates that yet again.

ReplyI downzoned more than 410 acres in the Fifth District, including 260 acres in Perry Hall, to lighten the impact of new development. The homes being built at places like Chapel and Cross Roads were approved before my election.

Carney Mom, my understanding is that the Frederick County Board of County Commissioners directed its staff to develop a plan charging a flat rate of one cent per parcel. That county has found a way to absorb much of the cost through its General Fund. The proposed Baltimore County legislation and executive order do not require spending money in each district; I do not wish to speak for the administration, but I assume that's because the executive branch would want the flexibility to use resources to repair and improve stormwater systems to meet the requirements of the state mandate.
